Senate approves consent calendar recognizing Delaware 4‑H Day and diabetic eye screening day

The Delaware Senate approved Consent Calendar 48, which included two ceremonial resolutions: Senate Concurrent Resolution 176, recognizing April 25, 2026 as diabetic retinopathy screening day, and House Concurrent Resolution 120, designating April 22, 2026 as Delaware 4‑H Day.

The clerk read the titles on the consent calendar and the Senate took a roll call vote; the clerk recorded 21 yes votes and the President declared the calendar passed.

Senator Wilson introduced House Concurrent Resolution 120 and invited Flynn Mucha, who identified himself on the record as president of the Delaware 4‑H State Team Council, to address the chamber. Mucha said he represents more than 36,000 Delaware youth engaged in 4‑H and described the program's breadth: "We live in towns from Claymont to Delmar, Dover to Rehoboth Beach ... 4‑H'ers are actively leading projects in science and engineering, environmental justice, healthy living, and computer science," he said. The Senate granted the witness leave to be excused after his remarks.

Senator Poore presented Senate Concurrent Resolution 176, explaining the public‑health purpose: more than 95,000 adults in Delaware have a diagnosed diabetes condition and up to 95 percent of diabetes‑related vision loss can be prevented with an annual dilated eye exam. He announced statewide, no‑appointment free diabetic eye screenings on April 25 organized by the Delaware Academy of Ophthalmology and the Delaware Optometric Association, with on‑site professionals providing results and referrals for follow‑up care. Senator Poore recognized Dr. Paula Ko and Dr. Elyssa Long for organizing the effort.
