University Park swears in Vincent Starks as police chief after brief executive session

During the public comment period and trustee remarks, residents and trustees raised concerns about notification and process when senior staff changes occur. The appointment was followed by the chief’s closing pledge to avoid surprises and “back doors,” and to include the community in departmental operations. The board adjourned after routine closing business.
