Representative Lyons introduced House Bill 8‑69 to require coverage for certain injectable drugs that improve glucose control and promote weight loss. The committee considered a three‑part amendment that removed the Office of Group Benefits, made technical edits, and required health plans to pay 25% of covered cost after discounts and benefits are applied.
Franco Opelka of the Department of Insurance and actuaries explained that most coverage models previously assumed an insurer/patient split near 60/40; under the amendment insurers’ contribution would be 25% and patients 75%, but the provision would still create a new state mandate subject to Affordable Care Act defrayal rules for individual‑market plans. Jeff Draz of the Louisiana Association of Health Plans warned the committee that even with the amendment the bill could raise premiums materially and that the private market might respond by moving employers into self‑funded plans to avoid mandates.
Representative Lyons agreed to convert the proposal into a study resolution, work with insurers and the department on utilization and specialty coverage (including alternative oral formulations), and voluntarily deferred HB 8‑69.
Committee members emphasized the need for more study on clinical indications, long‑term utilization and the fiscal effects of any mandate before imposing broad coverage requirements on regulated plans.
