Beth Gerlach, the county treasurer, said ECIA contacted the county and that the five‑year certification is required to allow EIRHA to access certain funds and undertake projects. "I'm asking for you to approve resolution number 1180-04-28-2026, authorizing Jackson County to accept responsibility for Eastern Iowa Regional Housing Authority environmental review record," she said.
After passing the resolution, the board authorized the chair's signature on the HUD Capital Fund Program certification form and the EIRHA environmental‑review record form so the county can file the documents with ECIA and HUD. Staff noted this action is a routine, recurring five‑year step and that it does not change county funding allocations; it aligns project project numbers and certifications required by regional and federal partners.
