Summary
City economic development staff reported progress on 55 strategic actions, formalized small‑business office hours (village and library locations), previewed a UCSD site‑selection prototype and a redesigned business web page, and confirmed a community business open house for May 28 to connect students and local firms.
Carlsbad economic development staff on Tuesday detailed progress across a 55‑action strategic plan and announced new programs aimed at helping small businesses, connecting employers with students and improving online services.
The city’s senior program manager and small business liaison, Rachel Mault, told the subcommittee the office‑hours program has moved from a pilot to an ongoing service: village business office hours will be offered the first Wednesday of every month from 9 a.m. to 11 a.m., and weekly sessions continue at the Carlsbad Central Library on Tuesdays. "We are now implementing a village business office hours with our Carlsbad Village Association," Mault said, describing more than 171 service interactions and assistance for 60‑plus businesses to date.
Mault described the digital resource hub that staff have placed on the city website to provide data and site information to business owners. "Businesses have accessed over 84 different topics with more than 20,000 individual reports that are being pulled," she said, and staff are redesigning the city’s business page so key information is reachable in one or two clicks.
Staff also reported that a UC San Diego team is near the end of a site‑selection prototype that will help companies evaluate potential locations in Carlsbad. The city plans a business walks program to proactively engage employers across business parks and the Carlsbad Village area and said it will continue to coordinate workforce and industry gatherings (gaming tech tomorrow; life science event May 27).
The subcommittee heard from business organizations as part of the informational item. A Carlsbad Chamber representative highlighted a reported $7,000,000 remodel at a Homewood Suites near Palomar Airport and described the May 28 business open house, set for 2 p.m. to 4 p.m., intended to connect students and employers. Christine Davis of the Carlsbad Village Association noted both the economic lift from the longtime Carlsbad 5000 event and concern among some downtown merchants about imminent redevelopment; she said clearer timing information would help businesses decide whether to stay or relocate.
Councilmembers asked staff to provide follow‑up briefings on specific procedural items, including the business‑license renewal process and options to encourage online renewals. Staff said the items will be scheduled across future subcommittee agendas and reiterated that the department will continue to refine the web tools and outreach programs.
The subcommittee took no formal action on the update; staff requested input and will return with additional details at future meetings.
