Committee postpones policy updates, votes to move into executive session on collective bargaining

The Holyoke School Committee on April 27 postponed multiple draft policy updates and moved to executive session to discuss collective bargaining.

Members expressed concern that packet language for policies — including KHB (temporary sponsorship/propaganda), KHB-related limits on fundraising signage, and a proposed change to CTE/Campus Dean procedure — was not presented clearly enough for public posting or committee approval. Several members asked for explicit, finalized wording; one member recommended changing references from “director of CTE” to “director or designee” so an acting administrator could serve if a director position were vacant. For clarity, the committee voted to postpone the items so corrected language can be included in the next agenda and public notice.

Later in the meeting a member moved to enter executive session, arguing an open meeting could harm the district’s position in collective bargaining negotiations. The motion to move into executive session for the purpose of collective bargaining was seconded and approved. The transcript records the motion and that a vote was taken; no roll-call tallies or minutes of the executive session were provided in the public record portion of the meeting.

The committee also noted that the superintendent’s evaluation form will use a modified version of last year’s instrument and that the current superintendent will not serve beyond June 30 (the transcript records the office will be vacant after June 30). Those items were scheduled for follow-up review by the subcommittee and for the next full meeting.
