House proclaims Crime Victims' Rights Week; task force chair urges sustained support

The Delaware House on April 21 adopted House Concurrent Resolution 113 recognizing April 25, 2026 as Crime Victims' Rights Week, a measure sponsors said gives the state a moment to recommit to services for survivors.
Representative Snyder Hall, the House sponsor, said the resolution "marks Delaware's crime victims rights week and provides all of us with a chance to recommit our support for victim services and criminal justice responses that assist all victims of crime." She asked for a voice vote, and the chamber approved the resolution.
Jen Cutney Soper, who identified herself as chair of the Delaware Victims' Rights Task Force and as a victim services specialist at the Delaware Department of Justice, addressed the chamber. "Advocates exist in many spaces and provide so many different services," Cutney Soper said, asking members to continue supporting protections, equal treatment and the funding necessary for victim programs to continue operating.
Snyder Hall named award recipients cited in the resolution, including Carrie McElwee (Outstanding Professional Award), Elizabeth Lopez of the YWCA Assault Response Center helpline (Outstanding Volunteer Award), and the Violence Intervention Program at ChristianaCare Health System (Outstanding Organization Award).
The resolution passed by voice vote. There was no formal fiscal action attached to the measure; sponsors and the task force urged continued budgetary support for victim services in later discussions.
