Summary
The board consented to assign general lease 4934 (Waimanalo Agricultural Park) from CC Repair & Maintenance Service Inc. to Honest Greens LLC, approved $125,000 consideration, and amended the lease's character of use to allow diversified agriculture and aquaculture.
The Board of Agriculture and Biosecurity approved consent to assign general lease 4934 at Waimanalo Agricultural Park from CC Repair and Maintenance Service Inc. to Honest Greens LLC and authorized an amendment to paragraph 12 to change the character of use from 'nursery' to 'diversified agriculture and aquaculture.'
A property manager (Burrell) presented the request, saying the prior lessee, CC Repair and Maintenance Service (owned by Eric Cheng), was unable to meet the approved utilization plan and that Honest Greens LLC (owner Elko Evans) proposed continuing ornamental plant production and adding root crops and aquaculture, including raising Chinese catfish. Staff recommended approving the assignment, accepting $125,000 in consideration from the assignee, and amending the lease.
Board members asked whether staff had monitored activity on the parcel and whether photos reflected current conditions; staff said photos were current as of last year and committed to follow up. Board members expressed support and the motion (moved by Jimmy Gomes, seconded by Jason) carried with no objections.
The assignment includes farm structures, a building assessed value ($87,700), shade houses and plant inventory; staff noted the lease does not include a partition clause allowing the department to share in the assignment consideration.
The board approved the consent and the lease amendment unanimously.
