Planning staff presented a Department of Ecology grant project to develop a user guide for the Shoreline Master Program (SMP) and to pilot an ecological‑functions tracking system tied into the city’s new eTracker (IT3) permit management software.
The user guide aims to translate the SMP’s goals, environment designations and use tables into a 40‑page web‑friendly guide that shows buffer widths (5–75 ft depending on environment designation), conditional uses, and mitigation expectations. Staff emphasized the SMP principle of “no net loss of ecological function” and explained that buffers, vegetation standards and mitigation requirements remain in force.
The tracking pilot will add permit reminders, automated reporting for required mitigation/monitoring conditions, and a landscape‑scale ecological functions review of selected shoreline reaches to assess cumulative changes over time. Staff said the tracking tool will support follow‑up on mitigation performance reports and provide quarterly or monthly outputs to planning staff and be publicly available when complete.
Staff expects to finish technical work by June and publish the project reports on the city website by July; they asked the council and public to review the online user guide and provide feedback during the outreach period.
