Pasco seeks $400,000 design amendment for Broadmoor Harris Road realignment; TIF and impact fees to pay

Director Sarah briefed council on infrastructure delivered and under construction in the Broadmoor TIF area and requested approval of Amendment No. 6 with Apex (formerly PBS) for final design, bidding, and construction support for the Harris Road realignment and associated signal work.

Staff described a long list of completed projects paid through a combination of funding sources, then focused on the Harris Road realignment: the realignment would remove a difficult dogleg connection to Broadmoor and create a new signalized intersection aligned with Sandifer and Road 103 to improve safety and connectivity. The requested amendment is for just under $400,000 and staff said the funding will be a mix of tax‑increment revenues and a capped portion of traffic impact fees per the project financing plan.

Council member Price asked whether funds come from TIF; staff confirmed a blend of TIF and a limited traffic impact fee portion, with dollar caps on impact fee use. Sarah explained consultant amendments differ from construction change orders: amendments expand professional services scopes and are negotiated; change orders are contract modifications to contractors during construction.

Council members generally supported continuity with the same consultant for design and construction support and staff said construction milestones (temporary signals and full operations) are expected in the coming months. The item will be brought forward as an amendment for council action at a subsequent meeting.
