MTPO adopts statewide performance targets, updates UPWP to list new executive director and approves bike‑ped interlocal amendment

Staff noted the statewide targets are common practice for the Gainesville MTPO and recommended adoption by the Feb. 27 FDOT deadline. Several board members questioned the realism of a zero‑fatalities target in the near term and urged staff to develop interim, locally tailored metrics in future years.
The board approved a modest amendment to the Unified Planning Work Program (UPWP) to formally list incoming executive director Anoch Whitfield and to allow the current director to remain in a limited, transitional capacity through June to support continuity during the leadership transition. Staff said FDOT requested continuity and that the change is bookkeeping in the UPWP; the board approved the amendment unanimously.
The MTPO also approved an interlocal agreement with Alachua County to authorize a previously approved $100,000 increase in scope and budget for the countywide bicycle‑pedestrian master plan (the contract ceiling was discussed on the record as $254,700 prior to the amendment). MTPO staff noted two scrivener corrections to the interlocal document and said going forward, MTPO will manage planning contracts more directly. The board approved the interlocal amendment unanimously.
Finally, the board appointed Christopher Potts and Robert Picornell to the Citizens Advisory Committee; staff noted one applicant, David Loveland II, had passed away and the board expressed condolences.
