Commission approves edits to Alachua County Forever strategy and adds six agricultural easement candidates

Andy Christman, the county’s land conservation program manager, presented updates to the Alachua County Forever agricultural land protection strategy and asked the board to adopt a revised resolution that streamlines the Land Conservation Board review workflow and formalizes a 25% minimum partnership cost‑share level for agricultural easements.

Christman said the county will pursue federal cost‑share partnerships through USDA NRCS and continue outreach to the State’s Rural and Family Lands program. He noted a legal opinion that surtax‑funded acquisitions require a county property interest; state practice historically did not share title with partners, creating a barrier the county is working to resolve.

Staff recommended adding six properties to the active acquisition list in the agricultural‑easement category, including Frog Song Organics Farm and several Salt‑and‑land parcels in Watermelon Pond that have priority ranking on state lists. Commissioners asked about ecological and sandhill conservation values for specific parcels; staff explained some easements would use USDA 'grasslands of special significance' language that preserves grassland cover while allowing managed grazing.

Commissioner Prizia moved adoption of the revised resolution and the six property additions; the motion passed unanimously. Staff said they will continue to pursue federal and state partnerships and return with acquisition details as negotiations progress.
