Residents press board on Florence Landfill closure dates; commissioners direct environmental staff to engage DEP

At the board's second public-comment period, resident Bracken Camp urged the commission to clarify when the Florence Landfill will close after recent media reports gave differing timelines and raised concerns about how the landfill's special-use permit (SUP) and the state's permit intersect.
Camp said the reporting left residents unsure whether the facility would close within months or later. "They put an article out that said the dump was closing in 9 months ... now it's 2027 when it's closing," Camp said, asking the board where the county stands on its portion of the matter.
County staff responded that growth management sent a letter calculating the Florence SUP expiration date as Aug. 11, 2027, and that the state permit was set to expire Feb. 9, 2026. Staff told the board that a state renewal application had been submitted that morning; if the state finds the application timely and sufficient, the facility could continue to operate while the state reviews the renewal. Staff also said Florence applied for a five-year renewal (rather than the 10-year maximum) that would extend the state permit through roughly 2030 if approved. The county noted it could seek court clarification if parties disagree about tolling and hurricane-extension calculations.
The board moved, seconded and unanimously approved a direction for the county’s environmental-protection staff to contact the Florida Department of Environmental Protection, share monitoring data the county has collected on air and water quality, and otherwise engage regarding the state's review of the application. Staff noted that county water-quality and air-quality monitoring reports related to the Florence Landfill are posted on the county EPD website and are publicly accessible.
What to watch: The county said its SUP calculation points to Aug. 11, 2027, as the next county-level expiration date, but the site’s ability to continue operating before that date depends on state action on the permit renewal. The county indicated it may ask a court to clarify conflicting date calculations if needed.
