Commissioners raise county manager procurement authority to $200,000, add annual renewal review

The Alachua County Board of County Commissioners on Jan. 13 approved amendments to the county procurement code that raise the county-manager signature authority for routine contracts to a revised Category 2 cap of $200,000 and institute an annual reporting and review cadence for contract renewals.
Tommy Crosby, county manager for budget and fiscal services, presented the package and told commissioners the changes are intended to increase administrative efficiency as contract sizes and price levels have grown. "We are proposing to provide that list to the board at the same time we provide it to the department so that they see what the annual renewals look like," Crosby said, describing a process that officials said would give the board an opportunity to review renewals ahead of the budget year.
Commissioner Prizia offered a substitute motion to lower staff’s originally proposed $250,000 recommendation and to add a formal annual report and a review period before renewals take effect; the board adopted her substitute language with one dissent. Prizia said the edits strike a balance between operational efficiency and elected oversight: "If we're going to give the manager that much more authority, I still want the chance for us to review those contracts and have some veto power on renewals," she said during debate.
Supporters argued the change removes a growing administrative burden of bringing routine, inflation-driven contract renewals to the dais while preserving controls. Crosby described typical Category 2 work—annual electrical contracts, HVAC service, and landscaping—that has grown in cost over the last decade and said the change would let staff focus the board’s attention on larger procurements.
Other amendments clarified local-preference and small-business-enterprise (SBE) scoring and required that vendors claiming a local preference show headquarters or significant local presence in Alachua County. The board also directed staff to fine-tune language around change-order thresholds so that contract-modification authority remains consistent with the new Category 2 cap.
Outcome: The substitute motion to set Category 2 at $200,000 and add an annual renewals report (deadline aligned to a March 1 send date and review at the board’s first regular meeting in April) carried, with Commissioner Wheeler recorded in dissent on the substitute motion. The board then amended the related signature-authority resolution to match the revised code language.
What happens next: Staff will update the implementing resolution and begin providing the departments’ annual-renewal lists and supporting information to the board on the schedule approved by the commission.
