Council cancels Old Main waterline award after railroad changes installation method; rebid expected

The Conneaut City Council on April 13 voted to repeal the prior award for the Old Main Waterline and Booster Station improvement project after a railroad permit revision altered the required construction method and sharply increased projected costs.
City Manager Sanford said the Bessemer & Lake Erie (CN) Railroad rejected the proposed installation method after bid opening and asked that the city use a traditional hydraulic jack-and-bore with steel casing. Sanford said that method would raise the price to nearly three times the originally bid amount and recommended canceling the previous award and rebidding the project with the new design.
Council approved Ordinance No. 39-26 to repeal Ordinance No. 30-26 and cancel the prior bid award. The motion passed 6–1; Councilmember Castrilla voted No. Sanford said the city has reached out to the Ohio Department of Transportation to determine whether ODOT might assume the project and funding as part of bridge-replacement administration and that staff will report back to Council.
Council discussion focused on ensuring the new permitting and installation requirements are accurately reflected in rebid documents and on possible funding paths. No new contract was awarded at the meeting; staff were directed to rebid under the revised specifications and continue conversations with ODOT.
