Applicant Clay Swager said Kannapaha Presbyterian Church plans to sell the parcel because the church no longer needs it; the church and applicant said the change is compatible with surrounding commercial and health‑care uses. Planning staff and the planning commission recommended approval. Commissioners asked about potential Sunday‑period impacts for the adjacent church parking; staff said the church lot is on a separate parcel and the planned commercial use will not affect the church’s parking.
