Todd County approves use of RDAP funds for industrial site purchase as road‑aid cut draws concern

The judge explained the RDAP allocation process: the state sets aside funds each year for the 39 counties in the TVA area and Todd County’s share is typically $153,892 per year; the judge said $307,692 currently sits in the state set-aside for Todd County and that the industrial foundation will use those funds for the land purchase. The judge said the RDAP funds do not flow through county coffers but are administered through the state before disbursement to the landowner.
Court members noted that while the county does not contribute direct money for the purchase, owning a site helps make it eligible for additional state incentives that the industrial foundation could secure. The judge said legislative representatives had already submitted concurrence letters to the Department for Local Government as required.
Separately, the judge told the court the county’s road aid allocation has declined and reported the current agreement figure as $1,107,000 this year, which he described as about a $250,000 reduction from the prior level; the court approved the county road aid agreement and adopted resolution 26‑10 by voice vote.
The court passed both the RDAP resolution and the road aid agreement during the meeting; officials said they will continue to engage representatives about restoring funding but did not identify specific remedies at the meeting.
