Hendricks County commissioners approve grants, contracts and a $580,613 bridge agreement; take resurfacing bids

HENDRICKS COUNTY, Ind. — The Hendricks County Board of Commissioners on March 24 unanimously approved a package of grants, contracts and a contract amendment for a county bridge while taking bids for a Community Crossings resurfacing project and tabling one recycling-district services item for further review.
Commissioner Dennis W. Dawes, President, convened the meeting at 9:00 a.m. and confirmed a quorum with Commissioner Bob Gentry, Vice President, and Commissioner Brad Whicker present. The board approved the minutes of the Feb. 17 joint Commissioners and Council meeting and the March 10 Commissioners meeting, and approved routine claims for the March 12–25, 2026 period; all votes noted in the minutes were unanimous (3-0-0).
The board heard a bid opening for the 2026-1 Community Crossings grant-funded resurfacing project. County Engineer John Ayers read the submitted bids, with Milestone Contractors submitting the low bid at $1,402,358.00; other bids included Howard Companies ($1,627,081.00), Grady Brothers ($1,633,200.00), E&B Paving ($1,658,209.00) and DC Construction ($1,984,541.72). Ayers said the bids were taken under advisement and that a formal recommendation would follow after INDOT review and approval.
The commissioners approved a CY2027 Justice Reinvestment (JRAC) grant application and budget of $156,098.00, presented by Chief Probation Officer Chad Boruff. Boruff also secured approval for a Prime for Life referral agreement with Cummins Behavioral Health (moving the program to a per-client billing model) and for a $12,000 Statement of Work with Reach for Youth to support Teen Court diversion for low‑risk youth; each motion carried 3-0-0.
Chief Deputy Surveyor Tiffany Dalton presented Hendricks County’s required IDEM 2025 MS4 Annual Report; the board approved the report unanimously. Ayers also presented an amendment to the CSX Transportation agreement for Bridge No. 290 increasing the county’s contract by $580,613.00 to cover additional engineering, inspection and flagging services. The board voted 3-0-0 to approve the amendment; Commissioner Dawes said approving the amendment was necessary or "the job will stop."
The board approved a Midwest Spray Team & Sales contract for herbicide treatment at $52,814.58, noting the county lacks staff certified to perform the spraying, and approved two utility reimbursement agreements tied to the CR 1000 N. road project — AES Indiana for $6,674.09 and CenterPoint Energy North for $78,261.58. Commissioners unanimously approved those items.
Commissioner Dawes recommended tabling a Garmong Project Services Order for Recycling District facility development until the Recycling District Board takes further action; Commissioner Brad Whicker moved to table the item and the board carried the motion 3-0-0. The meeting concluded with acknowledgments of multiple departmental reports and correspondence; Dawes adjourned the meeting at 9:33 a.m.
What’s next: the county will return with recommendations or required approvals for the resurfacing bids after INDOT review, and the Recycling District Board will further discuss the Garmong project services order before it returns to the commissioners.
