Chris Deutsch (speaker 46) told the commission he had reviewed three written whistleblower submissions that described troubling practices: allegations included inadequate medical monitoring, euthanasia procedures performed in stressful settings, use of catch poles in questionable ways, reported racial microaggressions, pressured silence by staff, and rapid promotions he said left some supervisors unqualified. "Britney D'Azzo remains employed despite numerous allegations regarding unsafe, uneducated, and harmful, decision making," Deutsch said while reading the submitted material.
Multiple county animal‑services employees and volunteers also spoke at the dais in the same public‑comment period. Rebecca Guthrie (speaker 12) and Aaron Mendon (speaker 31) said local management had provided strong support to staff in the field and that social‑media allegations and threats were causing harm to workers and to animal‑care operations. Other callers and local trainers urged the county to evaluate policies and ensure qualified behavioral assessments and humane, evidence‑based practices are in place.
Commissioners and staff acknowledged both the seriousness of the allegations and the need to protect staff from harassment. County staff told the board an independent investigation is pending; several speakers asked that employment actions be withheld until that review is complete and urged the county to address any racially inflammatory language immediately.
