Staff described proposed amendments to zoning, landscaping, buffering and noise standards for specific facility types and said they had convened an initial participants group; a participants meeting was set for May 8, 2026 to begin drafting proposals. Tomás said the accelerated path shortens the schedule but requires robust stakeholder outreach and training for staff and residents on proposed changes.
Councilmembers expressed support for engaging neighbors and industry and for careful public outreach. No formal action was taken beyond scheduling stakeholder meetings and agreeing to continue the process.
Next steps: staff will meet with stakeholders May 8, proceed with drafting amendments if directed, and return to the committee and planning commissions as required by the UDC amendment schedule.
