"Mostly we use them in the the Amish area for the horse traffic that damages the road," Winkler said, explaining that millings are softer and more forgiving than asphalt for horse traffic.
Winkler said the county will assemble a list of new roads to tile in July and presented several road‑closing agreements related to a coal‑mine project under discussion with REO; commissioners and staff also discussed timing and payment issues related to the REO agreements.
