The South Edwards Plateau Habitat Conservation Plan Coordinating Committee unanimously approved enrollment of the Hartman Gordon Family Foundation property at 2711 and 2727 TPC Parkway into the SEPHCP at its meeting. Valerie Rodriguez, senior planner with the policy administration team, presented the application and recommended approval.
Rodriguez told the committee the project area totals 3.022 acres and is located in Council District 10. She said staff recorded 0 acres of golden-cheeked warbler (GCW) habitat within the project area and 3.36 acres of GCW habitat within 300 feet of the project. She listed the mitigation costs as a GCW conservation credits fee of $16,000, a participation fee for Carstone zones 1 and 2 of $3,020, and a plan administration fee of $1,902, and said the applicant has paid the $2,500 application fee. Rodriguez said the applicant will be required to pay the full mitigation fee of $20,922 prior to completing enrollment in the plan.
"Staff does recommend approval, and our biologist is here to answer any questions," Rodriguez said. After brief confirmation there were no questions, the Chair moved to approve the application; the motion was seconded and carried unanimously.
The committee's action approves the applicant to enroll in the SEPHCP, conditional on payment of the stated mitigation fees and completion of any remaining administrative steps required by plan enrollment procedures. Committee members did not record any conditions or amendments to the approval.
Next steps noted by staff: the applicant must remit the remaining mitigation amount before enrollment is finalized and the committee's administrative staff will process enrollment documentation.
