School board agrees to nationwide RFP but moves up firm‑presentation workshop to Aug. 19

The Alachua County School Board on April 21 directed staff to issue a nationwide request for proposals for superintendent‑search services and set an Aug. 19, 6 p.m., workshop for the selected firm to present proposed stakeholder meetings and a candidate timeline.
Board staff presented an RFP schedule that would open tomorrow, allow proposals through June 2 and include paper screening and committee scoring in June and July, with a recommended short list and contract award in early August. Staff warned that finalist travel and accommodation costs could be district expenses.
The discussion exposed a split on process. Board member Miss Certain and others said the board had previously voted to go forward with an RFP and pressed staff to explain why the timeline had not moved earlier; Doctor McNeely and others urged that any delay could shrink the candidate pool. Doctor Rockwell and several members argued that issuing an open RFP would let the board compare alternatives to the Florida School Boards Association (FSBA), while Miss Certain said she preferred using FSBA because of its state experience.
Legal counsel said the district may directly contract with FSBA without a separate RFP but that FSBA may also compete in the RFP if the board wants to compare vendors. After extended debate about timing and fairness to potential candidates, the board agreed that a firm selection should be followed quickly by a mid‑August workshop so the vendor can plan stakeholder sessions without a lengthy lag.
The board discussed governance issues including whether a November 2024 motion to proceed with an RFP had been fully carried out; staff and several board members said multiple briefings and scheduling constraints (including summer availability of stakeholders) affected when the RFP was issued. Attorney Delaney clarified that staff executes board direction under the superintendent’s oversight.
Board members emphasized that the incoming board (elections in November may change membership) should have opportunity for input. The Aug. 19 workshop will be a chance for the board and the selected firm to define candidate qualities, stakeholder outreach and interview schedules.
The next procedural step: staff will issue the RFP as planned; board members requested the firm present back in August so the board can approve a detailed search timeline.
