Commission offers conditional support for temporary parking lifts at 530 West Spring Street

Members of the Downtown Commission gave conditional, nonbinding feedback on a conceptual plan to increase parking at 530 West Spring Street using mechanical car lifts that would temporarily expand capacity while a proposed high-rise and structured parking are built behind the existing office building.
Staff described the concept as adding 17 spaces on the south side and five on the west side, proposing mechanical lifts to increase yields (the applicant later revised totals in handouts). "The applicant is proposing lifts to be added to 36 of these 45 parking spaces," staff told the commission in the initial presentation, and noted the commission must consider how stacking mechanisms contribute to the Spring Street streetscape.
Joe Sugar, in-house counsel for Arshot Investment Corporation, said revised plans reduce the proposed total to 37 marked spaces with up to 20 lifts possible and that lifts could be temporary to support tenant parking during construction of an anticipated high-rise with a structured parking garage. "The lifts certainly could be temporary," Sugar said, explaining the owner would remove them when the new building and garage are available.
Commissioners expressed concerns about setting a visible precedent for exposed stacking in front of primary corridors, emphasized strong screening (the applicant increased proposed screening height in the handout) and suggested any approval be explicitly time-limited and tied to the start of construction of the rear building. "I don't want to see lifts all across the city when this becomes something that everyone can point to," one commissioner said, urging limits and careful conditions.
No vote was taken; the item was presented for conceptual feedback only. Commissioners asked the applicant to return with a more detailed application if they seek formal action and suggested conditions such as a time limit, demonstration of linkage to the construction schedule for the back-building, and full-height screening to minimize streetscape impacts.
