Fort Wayne council approves multiple public-works and utilities contracts, and planning-map changes
Summary
At the March 24 meeting the council passed multiple public-works construction contracts and city-utilities professional agreements, approved All in Allen comprehensive-plan map updates, and passed a rezoning measure (6–2). Most appropriation and contract votes were unanimous.
The Fort Wayne Common Council on March 24 approved a slate of construction contracts, professional-service agreements and plan/map adjustments across Public Works, City Utilities, Finance and Regulations committees.
Key passage items included:
- Avalon Place Concrete Street Repairs, Phase 1 (work order 0862C) with a total cost reported as $2,045,530 (final passage recorded by the clerk). - SDash260303 Key Concrete miscellaneous annual package (work order 1041S) with unit prices and a not-to-exceed total reported of $1,000,000. - SDash260304 Barrett Law cost-share package (work order 1425S), not to exceed $500,000 total with a $250,000 city share and resident cost-sharing options. - SDash260305 ADA curb ramp package (work order 1043U) with total unit price items and a not-to-exceed funding figure of $500,000 for the year. - SDash260306 Trip-hazard elimination package (work order 144S) priced at $19.63 per cut and a not-to-exceed $200,000 total. - SDash260307 Guardrail and attenuator package (work order 1047P) with a total sum unit price of $125,235 and a not-to-exceed $300,000 figure. - SDash260311 Resurfacing package (Northeast, work order 986A) total cost $776,745.
On the utilities side the council introduced and passed multiple measures including a filter-gallery-window replacement ($181,322.50), stormwater improvements ($360,930.75) and professional-service agreements for water-pollution-control plant improvements and SCADA migration; several of those items included not-to-exceed figures and revenue funding sources identified by staff.
Planning and zoning actions included two All in Allen comprehensive-plan map updates (G260125 and G260126). Planning staff said the map changes are intended to align the guide maps with completed rezonings, annexations and technical corrections; the planning commission recommended a due-pass approval and the council recorded an 8–0 vote in favor. A rezoning (Z260127) to rezone 0.3 acres from R-1 to R-3 on Lawn Avenue passed later by a 6–2 vote.
Most of the capital and maintenance packages passed by recorded voice vote and were noted as unanimous in the clerk’s tally (many recorded as "8 members in favor, none against"). The council did not record any large amendments to the contracts during the meeting.
Clerk records for each motion list the mover and second at the time of vote; staff provided the line-item costs and not-to-exceed totals during the committee presentations. Council members thanked department staff and moved on to other agenda items and community announcements.
