The Evansville Common Council on April 13 adopted Resolution C 2026-14, an emergency resolution urging the Indiana Utility Regulatory Commission (IURC) to pause further energy utility rate increases that would affect Evansville residents.
Sarah Dower, corporation counsel for the City of Evansville, told the council the resolution invites regional elected officials to join in conveying the severity of current energy utility rates and to request a pause in further increases. A staff member explained the resolution was introduced as an emergency because it was filed after the deadline and to align council action with recent IURC listening sessions in the area.
During public comment, Christopher Norick of Harmony Way thanked the council and urged mitigation efforts, saying about 16,000 people have not been able to pay their utility bills in over two months and that unpaid balances total nearly $5,000,000. "This is an emergency right now, and we are in mitigation," Norick said, urging the council to consider steps beyond a resolution.
The clerk called the roll and the council voted 6–0 to adopt the resolution. The resolution asks the IURC to pause any further rate increases affecting Evansville residents; it does not itself change rates or impose regulatory action.
