Board approves $71,300 task order to design new box hangar; project estimated at $434,000

The Hampton Regional Airport Board approved a $71,300 task order to produce design-build selection criteria and partial construction administration for a proposed box hangar north of the T-hangars.

A staff member presenting Task Order 23 said CHA’s lump-sum fee is $70,170 for labor plus $1,095 in expenses, totaling $71,300. The task order covers project management, grant administration with the FAA, solicitation documents, review of design-builder submittals, permitting and airspace analysis, and assistance in selecting the design builder.

The board was told the total construction cost is currently estimated at about $434,000 based on the concept plan. Staff explained the present grant year allows a higher federal share for the task order (noting 95% federal funding applies to certain 2025–2026 grant-eligible items) and that the local match on construction would be roughly 2.5% of the construction cost. A staff member summarized: “The total labor amount for this start covering this task order is, $70,170 plus an expense of $1,095 totaling up to a lump sum fee of, $71,300.”

Board members asked clarifying questions about scope and funding sequencing; staff explained later grants generally follow typical 90% federal / 5% state / 5% local patterns for construction grants outside the current eligibility window. A committee member moved to proceed and the motion was seconded; the board approved the task order by voice vote. The chair noted that signatures will be required to finalize the task order.

Next steps: staff will obtain the contractor’s final quantities to complete project closeout work and will proceed with the selection process for a design-builder under the approved task order.
