Committee approves forwarding amendment to free up unused Meet Minneapolis incentive funds

The Business, Housing and Zoning Committee voted to forward to full council a contract amendment that would let the city reallocate unused incentive funds under the Meet Minneapolis contract so those dollars can be used for other community events.

Council Member Chavez and others asked staff to clarify how the change would work and what guardrails would govern the reallocation. Jeff Johnson and staff explained that the Meet Minneapolis contract contains $800,000 in incentive funding tied to key performance indicators; because the organization met only half the goals, roughly $400,000 currently remains restricted. The amendment would allow the city operations officer to repurpose those unearned funds to support events that promote downtown activity and hospitality, using revenue sources derived from sales-and-use taxes tied to convention center activity.

Staff said the change is intended to make those dollars available to community activations and cultural events, and that oversight would continue through contract management and meetings between city staff and Meet Minneapolis leadership. Council members asked for a follow-up memo detailing how the city would track and prioritize event funding and whether the authority granted to the chief operating officer would be subject to additional checks. Chavez said he would support the item today but requested more specifics ahead of the full-council vote.

The committee voted to move the item forward; the motion carried. The amendment, if adopted by full council, would be incorporated into the five-year Meet Minneapolis contract during its renewal cycle.
