CCRPC staff outline FY24 Unified Planning Work Program and funding outlook

Marshall Distel, CCRPC, provided an update on the draft FY24 Unified Planning Work Program, describing the program and budget plan for the next fiscal year and noting the UPWP Committee reviewed proposed projects and eligibility with FHWA and VTrans.
Marshall described project categories (roadway, bike/ped, water quality, TDM, energy and other) and showed prior allocation patterns by municipality and partner organizations. He noted a request from the University of Vermont for a project to develop a household‑level dashboard to track vehicle miles traveled, greenhouse gas emissions and fleet characteristics across Chittenden County. "Sam asked about the request from UVM, and Marshall noted it is a project to develop a new data dashboard for tracking household level changes in vehicle miles traveled (VMT), greenhouse gas emissions (GHGs) and vehicle fleet characteristics (e.g., fuel economy, fuel type, EVs, etc.) across Chittenden County," the transcript states.
Members asked whether the region is taking advantage of available funding and whether predictions for future funding exist. Marshall said staff had worked through a backlog of funds and that the federal infrastructure bill increased funding, producing a jump in planning funds through FY26. Charlie Baker said CCRPC has been raising municipal dues to help match federal dollars and that the agency uses state and regional funds in addition to dues to meet match requirements. Marshall also cautioned that staff capacity to manage projects must be considered as planning funding increases.
The FY24 UPWP was presented as an information item; staff plan to return next month seeking a TAC recommendation to the Board.
