Historic District Commission approves new garage at 38 North Holcomb Road

The Historic District Commission of the City of the Village of Clarkston on Feb. 24 unanimously approved a Certificate of Appropriateness for 38 North Holcomb Road, authorizing removal of an existing deteriorated single‑car garage and construction of a new two‑car garage sited farther east toward the Clinton River Lower Mill Pond.
Chair L. Patercsak called the special meeting to order at 7:00 p.m. at Art Pappas Village Hall. Applicants Bob and Leigh Sowles attended to present site plans, drawings and photographs documenting the deterioration of the existing post‑World War II garage and to describe the proposed replacement structure.
The commission found that the existing garage has no particular historical significance or notable design or workmanship that would warrant preservation, and concluded the proposed massing is appropriate in relation to the original historic house. The approved design calls for a main 1½‑story section measuring 22 feet by 26 feet, a one‑story rear section 14 feet by 20 feet, and a maximum height of 24 feet. Materials specified in the approval include 4‑inch beveled cedar lap siding, a concrete foundation, Pella wood windows, a 12/12 roof pitch with three‑dimensional asphalt shingles, and salvage and reuse of existing garage timbers for the small back section.
Commissioners noted that the application appears to meet the Secretary of the Interior’s Standards for Rehabilitation Nos. 2, 3, 9 and 10 and attached material and dimensional specifications to the Certificate of Appropriateness. Commissioner K. Trumbore moved to approve the CoA; Chair L. Patercsak seconded. The roll‑call vote was Aye: Michael Moon, L. Patercsak and K. Trumbore; Nay: none. The motion passed.
There were no announcements or public comments recorded. The meeting adjourned at 7:54 p.m. The commission’s next regularly scheduled meeting is Tuesday, March 10, 2026, at 7:00 p.m.
