Trousdale County Commission approves budget amendments, appointments and multiple ordinances

The Hartsville/Trousdale County Commission on June 25 approved a slate of resolutions, budget amendments and ordinances, appointed members to local boards and heard a county mayor report that included a $500,000 grant for low-income families.
County Mayor Carroll Carman presented certificates to Sr. Representatives Kiersten Russell and Sarah Satterfield and told the commission that Hartsville/Trousdale County had received a $500,000 grant to help low-income families; Carman said applications would be available in a few weeks. He also reported that the Smith County Landfill would raise its tipping fee July 1 from $33 to $37 and that 131 residential building permits had been issued this fiscal year (43 in 2017 and 88 since Jan. 1).
The commission confirmed three appointments to the Library Board — Mary Beth Hoffman, Martha Joe Jewell and Grace Moreland — and appointed Thomas Harper to the Planning Commission. The court also appointed Mark Beeler as interim fire chief by motion and second, as recorded in the minutes.
On formal actions, the court approved multiple resolutions, notably Resolution 2018-18-635 authorizing a $250,000 Fire Department loan. The body adopted other measures including a public-records policy renewal and FY2019 lease and nonprofit support resolutions. The minutes record motions and seconds for each resolution and indicate the motions carried.
Several ordinances moved forward: first readings included Ordinance 163-2018-09 (Impact Fee/Adequate Facilities Tax), Ordinance 164-2018-10 (General Services Appropriations), Ordinance 165-2018-11 (General Services Tax Levy, $2.93) and Ordinance 166-2018-12 (Urban Services Appropriations). Roll-call tallies recorded in the minutes show most first-reading measures passed with strong majorities; Ordinance 164 and Ordinance 166 each recorded 18 yes, 1 no and 1 absent on first reading. The court closed public hearings and approved second readings for Ordinances 159–162, including a Water Utility Board amendment and multiple zoning changes.
The commission approved a package of budget amendments and fund transfers across several funds. Noted entries in the minutes include a $23,500 General Fund clean-up transfer; Parks motor-vehicle funding of $33,000; $86,150 for Schools Food Service clean-up entries; and reversing amendments for a Rural Development Loan ($3,700,000) and a Bridge Loan ($1,850,000). The court voted to approve the remaining budget amendments as presented.
The meeting concluded after a motion to adjourn carried. No public comments were presented during the Citizens’ Response item.
The commission scheduled a Special Called meeting for June 26 pending outcomes from this session and reminded the public of a Candidates’ Forum on June 28 at 6:00 p.m. at the courthouse.
