Street oversight committee outlines GEO bond projects, Complete Streets and Truman Connected work

Wes Epperson, chair of the Street Improvements Oversight Committee, presented a semiannual review of the street sales tax and GEO bond programs. He said sales tax revenue at the six-month point stood at about 49.55% of expected receipts and that $14 million is currently encumbered on projects in design or under construction.
Epperson described a multi-year GEO bond overlay program that budgets approximately $6 million per year for pavements and identified in-construction projects including the MoDOT-administered 24 Highway Complete Streets project (contractor Burns & McDonnell, estimated at around $15 million) and Truman Connected phase 1 (80% federal funding; estimated just over $3 million).
Council members asked about MoDOT responsibilities for certain corridors and the city's capacity to match grant funds. Municipal services director Mike Jackson said state agencies maintain certain rights-of-way and the city will manage grant matches and phasing of projects to avoid overstretching local funds. Several completed sidewalk and streetscape projects were noted as coming in under budget.
