Capital Budget Subcommittee largely concurs with PAYGO allowances, rejects two senate changes

The Capital Budget Subcommittee voted to concur with the governor's PAYGO allowances for most agencies, rejected a senate-led deletion of funds for the Montague Senior Living Facility and a $2,000,000 reduction for a women's life-skills and reentry center, and adopted a technical date correction to project narratives.
The Capital Budget Subcommittee voted on a set of PAYGO appropriations recommendations, approving concurrence with the governor's allowances on most items while rejecting two senate actions and adopting a technical narrative correction, the chair said.
Madeline Miller, a DLS analyst, introduced a roughly 10-page white packet and guided the subcommittee through items in budget-code order. Committee members moved, seconded and recorded votes on each line item in sequence.
Most agencies — including the Interagency Commission on School Construction, Department of Planning, Military Department, Department of Agriculture, University of Maryland, Baltimore, Towson University, Department of Housing and Community Development and Department of the Environment — were recommended by DLS to have the subcommittee concur with the governor's allowance and the senate's adopted positions. The committee recorded aye votes to concur on these items.
The subcommittee diverged from the senate on two Department of General Services recommendations. The first recommendation proposed "to delete funds for the new Montague Senior Living Facility due to availability of funds," and the transcript records that the agency disagreed and the senate rejected the deletion; a committee member moved "to reject to concur with the senate," the motion was seconded, and members voted in favor of rejecting concurrence with the senate on that deletion.
A second Department of General Services recommendation sought "to reduce $2,000,000 for the life skills and reentry center for women project." The transcript records the agency did not respond and that the senate had rejected the reduction; the subcommittee again moved to "reject to concur with the senate," the motion was seconded and recorded as adopted.
The committee also adopted a technical correction proposed for the Department of Natural Resources material: a goldenrod page changed a narrative date from "12/31/2026" to "12/01/2026." A member moved to adopt the additional goldenrod page with the revised date; the motion was seconded and adopted.
A vice chair moved to adopt the PECO capital budget subcommittee decisions as a package; the motion was seconded and the subcommittee voted to adopt and concur with those PECO decisions. The vice chair then congratulated the House Appropriations Committee "on leading our subcommittee with the PAYGO decisions," and the chair adjourned the meeting.
What happens next: The subcommittee's decisions will be transmitted to the House Appropriations Committee as part of the capital budget review process.
