Council approves rezoning and site plan for 8‑story mixed‑use 'Ritz Sky Mansions' at NW 107th
Summary
On second reading the council approved a land‑use map amendment, rezoning and site plan for an 8‑story, 69‑unit mixed‑use project (called Ritz/Sky Ridge Mansion) at 3285 NW 107th Avenue; staff said the project increases open space, meets infrastructure reviews and produces modest new traffic impacts per submitted studies.

The Doral city council on March 11 approved a package of entitlements for a mixed‑use project at 3285 NW 107th Avenue, including a land‑use amendment, rezoning from Office‑3 to Multifamily‑4 and a site‑plan for an 8‑story building with 69 residential units and about 5,000 square feet of office space.
Planning consultant Michelle Lopez summarized the staff recommendation that the site‑plan and rezoning are consistent with the comprehensive plan and land‑development code. Lopez said the project occupies about 4.95 acres, reduces the maximum allowable height relative to prior allowances, and allocates roughly 44% of the site to landscaped open space — exceeding minimum open‑space requirements. Staff noted county technical reviews (water, wastewater, solid waste, traffic) and the school concurrency reservation were satisfied or reserved as required.
Bill Riley, counsel for applicant Eurocon LLC, said the proposal is modest relative to maximum entitlements on the site (69 units vs. larger hypothetical maxima) and emphasized iterative revisions made to meet staff concerns. Architect Tony Rodriguez showed renderings and a short video of the project concept — a garage‑front, vertical‑single‑family motif that allows direct unit access from structured parking — and cited a traffic analysis estimating net new peak trips of 28 AM and 40 PM, which the study deemed insufficient to materially affect the adjacent network.
Council members discussed traffic and land‑use fit; several said the mixed‑use residential proposal is preferable to higher‑intensity office or industrial outcomes, and staff and county reviews supported the technical analyses. The council voted to approve the land‑use amendment, rezoning and site‑plan on second reading and adopted the related site‑plan resolution.
Actions and next steps: Approvals allow the applicant to move to final engineering and permitting; applicant and staff will follow standard recording of covenants and HOA documents referenced in the site‑plan materials.
Speakers quoted or referenced: Michelle Lopez (planning consultant, Corradino Group); Bill Riley (applicant counsel, Eurocon LLC); Tony Rodriguez (project architect).
