The Library Board Bylaws/Policies Committee on April 2 voted to forward a draft Fundraising policy to the full Library Board for consideration. The motion to send the draft to the full Board was made by Mike Bryan and seconded by Jim Holcomb and passed unanimously.
Committee discussion focused on wording in the draft and legal questions about the limits of the Board’s authority compared with the Friends and other nonprofit groups that commonly support library fundraising. Members also discussed the responsibilities of the Library Director, the Library Board, and Friends groups in fundraising activities and said a clearer policy was needed to define those roles.
No substantive public comments are recorded in the transcript despite three people signing up to speak. The committee’s action simply forwards the draft to the full Library Board; no policy was adopted at the committee meeting and the full Board must still consider and vote on the proposal.
