The Navasota City Council voted to adopt its 2026 Capital Improvement Plan and to approve the Parks, Recreation, Trails and Open Space Master Plan so staff can move forward with budgeting and grant applications.
Staff emphasized that adopting the CIP provides planning guidance, not immutable commitments, and that priorities can be adjusted as budget season progresses. Development staff said adopting the parks master plan allows the city to upload grant materials and better position applications to the Texas Parks and Wildlife and other funders.
A motion to adopt the capital improvement plan (mover: Mr. Gessner; seconder: Mr. Poults) passed with all council members voting "aye." Parks staff noted Burdett's final draft included only minor revisions and asked council to adopt to prepare grant submissions; a motion to approve the parks master plan (mover: Mr. Holt; seconder: Mr. Gessler) also passed unanimously.
Council members said adoption provides useful guidance as staff seeks additional funding; staff indicated adoption will support readiness for grants and help prioritize projects during the upcoming budget process.
