Weld County commissioners voted April 27 to rescind an April 20 award for countywide document‑destruction services and to rebid the contract after staff found the selected vendor did not meet a required NAID AAA certification and vendors questioned the original tabulation.
Toby Taylor, purchasing, told the board that the award had gone to Shred Monster LLC but that the Facilities Department later discovered Shred Monster did not hold the required NAID AAA certification at the time of award. Taylor also said the facilities team wants to add clarifications to the scope of work before soliciting a new round of bids.
Two competing vendors spoke at the meeting. John Acker of All American Records Management said his firm met the NAID certification and other county requirements and asked the board why his company had not been awarded the work. "We do carry the NAID certification, and we met all the requirements for this for the county," Acker told commissioners. Gary Waters of DocuVault said a clerical error in DocuVault's initial bid caused a miscalculation and, after correction, DocuVault would have been about $10,000 lower than the next bidder.
Taylor said DocuVault submitted an amended bid after the submission deadline, which procurement deemed nonresponsive; that determination left Shred Monster as the low responsive bidder, and the award was made. After Facilities reviewed contract specifications during the contract review period and identified missing requirements, staff recommended rejecting all bids and rebidding the work with the clarified scope.
Commissioner Ross moved to rescind the award; Commissioner Buck seconded. The board voted unanimously to rescind the award and direct staff to rebid the services.
What happens next: Facilities staff will revise the scope and rebid the solicitation. The board did not set a timeline for the rebid during the meeting.
