Kent County approves sewer service agreement for DNREC Little Creek property; one commissioner abstains

Kent County Levy Court authorized a contract user agreement on April 14 that allows the Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Fish and Wildlife to connect a Little Creek property at 1318 Bayside Drive to county sanitary sewer service.
Staff said DNREC’s proposed facility is institutional and educational in nature. The project will require gravity mains, grinder pump stations and a small‑diameter force main tying into an existing gravity main; DNREC will design, permit and construct the project and is responsible for commercial sewer permit fees and associated impact fees to Kent County and the City of Dover.
Staff told the court that the City of Dover indicated the additional flows would have a minimal impact on its sewer system; the applicant accepted those findings. Staff also said downstream pump station No. 29A will require pump and control improvements at the state’s expense as part of the project.
Commissioner Angel asked whether the facility is a secured wildlife area and whether the site is strictly for wildlife use; staff replied the building is institutional/educational and that DNREC will manage design, permitting and construction.
Commissioner Hertz moved to approve the contract user agreement; the motion was seconded and, on roll call, the court recorded six yes votes and one abstention (Hertz). The president of Levy Court was authorized to execute the agreement.
