Kent County awards FY26–29 residential trash contract to Casella and Republic, adds limited winter yard‑waste pickups

Kent County Levy Court voted 7‑0 on April 14 to award residential trash and recycling collection contracts for June 1, 2026, through May 31, 2029, to Waste Industries of Delaware Inc., doing business as Casella, and BFI Waste Services LLC, doing business as Republic Services.
County staff told commissioners the procurement process drew bids from the two existing haulers and proposed that Casella retain zone A and Republic retain zone B. The recommended contracts include up to 44 weeks of yard‑waste collection per year and two one‑year renewal options. Staff said the solicitation was publicly advertised and bids were received March 23.
“Based on the submitted bids and current operations, Casella will retain the same zone and Republic will retain what we call Zone B,” the public works representative said during the briefing. The contract term given to the court was 06/01/2026–05/31/2029.
Commissioner Angel asked how the county will handle oversized branches and what yard‑waste customers should expect. Staff replied that collection will use the county green waste bin and that residents must comply with requirements printed on flyers, including how to bundle branches; large branches may need to be sawed or bundled to meet collection rules.
Commissioner Hall and others urged the county to consider additional winter pickups or periodic dumpsters after storms to aid residents. The court did not change the award motions but noted staff had proposed adding one pickup in January and one in February as part of the new contract year.
Vice President Scott seconded Commissioner Hertz’s motion to award the contracts. Miss Tanaka conducted the roll call; the motion passed with seven ayes. The public works director was authorized to continue contract negotiations and the president of Levy Court was authorized to sign the final documents subject to the county attorney’s concurrence.
The contract award will take effect June 1, 2026, under the terms approved by the court.
