Uvalde County awards prioritized road-improvement contract; court recommends event-center generator as change order

County project manager Carl Nestor presented a 12-item road-improvement bid package funded from debt service and recommended awarding prioritized items—including Kanipa and Utopia street treatments and several county roads—to a contractor. He said the county received four bids and recommended proceeding with the prioritized, debt-funded list first and then using remaining funds to consider additional alternates.
Nestor also recommended asking the contractor for a change-order price to add a generator to the event center after the prioritized projects are complete. "My recommendation would be to the court after these are installed and we're good to go, we could ask the contractor to give us a number for the generator at the event center and change order that into his contract," Nestor said.
A motion to award the prioritized projects was made and seconded; the court voted in favor by voice (recorded as 4-0). Commissioners discussed ensuring the event center has backup power as a priority for disaster response and assembly space.
The court proceeded with approvals for the prioritized road projects; staff said they would pursue a change order for event-center generator work if funds remained after the prioritized installations.
