Board approves Delzell South retaining wall plan and awards $125,505 contract

The Dubuque Community School District Board of Education on March 9 adopted an authorizing resolution and approved the contract award to repair a settled section of the Delzell South retaining wall.
Mark Lang, the district’s manager of buildings and grounds, told the board the wall settled because of a broken storm drain; the damaged section will be removed, a new foundation installed, the wall rebuilt and the drain relocated to reduce the risk of repeat settlement. The board voted to receive and file proof of publication of the public hearing notice and authorized payment of the legal notice cost to the Telegraph Herald.
Lang said eight bids were opened on Feb. 11 and ranged from $125,505 to $247,056.50. Buildings and grounds recommended awarding the contract to the lowest bidder, Ports and Construction Incorporated, at $125,505. A board member moved to award the contract as recommended; the motion carried by voice vote.
The board also tentatively adopted plans, specifications, form of contract and estimated cost as part of the authorizing resolution before moving forward with the award. There were no public comments during the hearing on the project.
The board’s approval clears the way for the district to proceed with contracting and to advertise for any remaining competitive components of the work as required.
