State Board staff presented proposed updates to the Commonwealth's electronic poll book (EPB) certification standards to align Virginia's requirements with the federal Election Assistance Commission (EAC) testing framework.
The presenter said the proposed version 2.0 standards incorporate the EAC's recent certification requirements and add enhancements including multifactor authentication, role-based access control, functionality and accessibility improvements, and updated technical data packages. Staff said the expanded testing scope will increase vendors' testing time and therefore testing fees.
Board members asked clarifying questions about the type of multifactor authentication to be required and how role-based access control would be implemented; staff said the two-step process (password plus a phone-generated code or similar second factor) would be required for EPBs.
A board member moved that the board approve the proposed updates to Virginia's electronic poll book certification standards included in version 2.0; the motion was seconded and discussed. The meeting record shows the motion and second were made during the session; the transcript records discussion of implementation details and testing fees.
The board packet includes the proposed standards and technical data package; staff said specific testing protocols and fees would be reflected in the final certification schedule for vendors.
