Lacey awards $438,947 wastewater contract for Chatham looping, valve replacements

The City of Lacey unanimously awarded contract PW2025‑08 on March 17 to Rocklands Incorporated for $438,946.94 to construct about 800 linear feet of sewer looping and replace aging valves in the northern section of Chatham Boulevard. Utility Engineer David Knox said the work will connect existing force mains to the gravity system on Stellarcom Road and provide an alternative relief path serving about 400 homes in the Madrona Park neighborhood.
Knox said the contract was advertised for three weeks and 12 bids were opened Feb. 25, with amounts ranging from $438,946.94 to $632,000 and an engineer's estimate of $509,253.89. He identified Rocklands Incorporated as the low bidder and recommended award. Council members asked why the low bid was materially below the engineer’s estimate; staff responded that contractors and engineering estimates use different methods and local market uncertainty can affect bids.
A motion to award the contract was moved and seconded and passed unanimously.
The vote: Contract PW2025‑08 awarded to Rocklands Incorporated in the amount of $438,946.94.
