Committee forwards Civic Plaza turf award to council; project funded largely by $850,000 federal allocation

The Federal Way Parks, Recreation, Human Services & Public Safety Committee moved March 10 to forward to the council a proposed contract awarding Civic Plaza turf work to FieldTurf USA Inc. at a cost of $523,843.84.
Autumn Gressett, parks contract administrator, told the committee the turf purchase and installation will be covered by a congressionally directed spending grant of $850,000 secured for the project. Staff said the turf is intended to be semi-permanent — installed for an estimated 18–24 months — and then repurposed elsewhere in the city to maximize value.
City staff presented a slightly reduced turf footprint to match available funds while preserving the event space the council expects to use for summer programming and vendor activity. Staff also described plans for vendor container rows and vendor parking adjacent to the turf area.
Councilmembers asked about possible secondary uses for the turf. City maintenance staff said a portion will likely replace worn artificial surface at Town Square Park or be used at a community-center back yard area to expand outdoor programming.
The committee voted unanimously to forward the award and contract authorization to the March 24 council consent agenda for final consideration.
