Kewanee council approves sign and zoning changes, shelter lease, emergency well repairs and solar agreement

At its Feb. 10 meeting, Kewanee City Council approved amendments to sign and zoning ordinances, authorized a lease with the Henry County Humane Society (one abstention), approved emergency Well #1 repairs and a solar power purchase agreement for municipal facilities.
The Kewanee City Council on Feb. 10 approved a package of ordinances and resolutions that update local rules and authorize infrastructure and facilities work.
The council voted 5–0 to adopt Bill 25-12, amending Chapter 153 (Sign Regulations), and Bill 25-13, amending Chapter 155 (Zoning Code). Council documents state the zoning changes include additions to align with state law in advance of an upcoming cannabis cultivation and distribution facility. Both items were introduced as prior discussion items from the previous meeting and were approved without further debate.
Council approved Bill 25-14, a resolution authorizing the City Manager to execute a lease with the Henry County Humane Society for property on South Fisher Ave to support construction of an updated shelter. The motion passed 4–0 with Councilmember Faber abstaining because of his connection with Friends of the Animals; the abstention was recorded during the vote.
For water infrastructure, the council authorized Bill 25-15, a resolution permitting emergency repairs to Well #1 with Peerless Well & Pump after a cable detached and fell into the well. City Manager Gary Bradley explained that Peerless was called because of familiarity with the system and that emergency procurement procedures were used to accelerate repairs. The motion passed 5–0.
The council also approved Bill 25-16 to authorize the mayor, city manager, city attorney and city clerk to execute a power purchase agreement and related documents with Clean Energy Design Group to place solar panels on city-owned property near the wastewater treatment plant. Council records state Clean Energy Design Group agreed to finance the project directly after a previously expected financier withdrew; the motion passed 5–0.
Each ordinance and resolution was voted on individually and passed as recorded; no amendments were adopted during the meeting. Council asked for more information on the proposed solar project financing and directed staff to continue contract finalization steps.
