Clerk Treasurer Lynette Strecker presented the city's annual power-cost adjustment (PCA) filing to account for increased wholesale commodity charges and slight shifts in fixed-recovery demand charges. Strecker said the energy charge rose approximately 7% while the demand (fixed-recovery) portion declined slightly, producing an overall PCA increase of about 4.2% for residential customers; summer and winter rates will differ slightly.
Strecker said the city already answered an initial set of questions from the Public Service Commission and is waiting for a hearing date. Council members asked about avoided-cost rates for customers with solar installations and about WAPA hydropower cost uncertainty related to drought conditions.
On motion, the council approved the 2026 PCA filing. Staff will proceed with the PSC process and notify customers when the change becomes effective.
