City planner Elliot (staff) told the commission the original Titan Storage approval from 2023 included three phases and that the new proposal changes building shapes to provide deeper storage bays for larger vehicles while remaining consistent with the property's M‑1 zoning. "They have gone and proposed a revision to that layout," Elliot said, and staff recommended approval because there was "not really any change to the utility or hardscape arrangement or percentages on the site plan."
Doug Madronach, the project engineer for Civil Design Advantage, described the construction sequencing and stormwater work: phase 2 will include storm sewer and detention, and phase 3 will complete the remaining buildings and pavements. "The demand is for larger units for bigger items," Madronach said, noting lanes between buildings were widened in spots (up to 50 feet in one area) to accommodate larger vehicles.
Commissioners asked about zoning compliance, building height and maneuvering for RVs. Elliot said the proposed peak roof heights and dimensions were within district limits and that lane widths were increased specifically to accommodate larger vehicle circulation.
After deliberation, a member moved and another seconded the motion to approve the site‑plan amendment; the chair called the roll and recorded affirmative votes. The commission thanked the applicant and closed the item.
The commission's approval advances the amended site plan under the conditions discussed; detailed civil engineering and stormwater plans will be completed during the permitting and phase 2 design process.
