Torrington awards $320,000 contract to inventory unknown water service-line materials

Director of Public Works Harkins told the council that the Environmental Protection Agency requires an inventory of unknown water service-line materials. Staff recommended awarding the FY26 water service-line material evaluation to Stealth Underground LLC of Gering, Nebraska, and the council approved the award.
Harkins said the scope is to pothole, photograph and catalog service-line materials at 661 addresses (907 service lines) where material is unknown; contractors will log findings in a format the water department can use. The selected contractor has 180 days to complete the work after the city executes a professional-services agreement.
Funding for the project comes from a drinking-water State Revolving Fund (SRF) loan of $650,000 (20-year term at 0% interest with 75% principal forgiveness). Harkins said the bid came well under the authorized loan amount, and monthly debt-service would be about $307 if the full loan were used; the actual award is $294,775 plus an $25,225 contingency ($320,000 total). The council voted to award the contract and move forward with the inventory.
