Mount Pleasant — The village board voted unanimously to adopt Ordinance 02-2026 (ZMA 26-01), approving a zoning map amendment for 3649 Lathrop Avenue that will change the property’s zoning from RE (residential estate) to RL (low-density residential) so the applicant may construct a 400-square-foot outbuilding.
Planning staff Robin presented the proposal during a public hearing, saying the outbuilding would raise the property’s impervious surface from about 33% to 35%. Robin noted the RE district’s impervious limit (added in 2025) is 25%, which makes many older properties legal nonconforming; the RL district limit is 50%. Robin and the plan commission recommended approval and suggested mitigation options, such as stormwater retention, to ensure neighboring properties would not experience increased runoff.
A trustee described the lot as typical of older, larger parcels that today might be zoned RL; trustees discussed the building’s intended use for storage rather than vehicle parking and confirmed the site plan shows no additional driveway access. One trustee emphasized the need to avoid increasing off-site stormwater impacts.
After discussion, a trustee moved to approve Ordinance 02-2026; another trustee seconded. The village clerk called the roll and each trustee voted "aye." The chair declared the motion carried and the ordinance adopted.
