The Geneva Historic Preservation Commission on March 17 reviewed an updated historic district and landmarks property inventory and recommended forwarding the document, with amendments, to City Council for adoption.
Emily, the preservation staff member leading the presentation, said the inventory builds on the 1999 survey and 2016–17 updates and aims to be a more detailed, living resource for researchers and owners. She noted individual proposals to change property ratings, citing the Hoyt House at 318 South 5th as a candidate to upgrade from "contributing" to "significant" because of construction by the Wilson brothers and associations with the Frank Lloyd Wright studio. Staff also asked the Commission to reconsider 428 Fulton, previously listed as non-contributing in 1999, noting the property's form, shingle- and bungalow-style elements and a historic tower feature that may date to the early municipal water system; staff suggested the form and surviving features could justify a contributing rating.
Commissioners expressed support for selective upgrades based on architectural form and social significance (examples on River Lane tied to the Little Traveler and local beautification efforts). Emily explained the inventory will be posted publicly as a story map and is intended to remain a living document subject to future amendments; staff recommended a resolution to adopt the inventory be advanced to Committee of the Whole and then to City Council.
The Commission did not take a formal binding action adopting the inventory at this meeting but signaled support for the staff recommendations and the specific property rating changes discussed; staff will prepare the recommended language and send it to the appropriate Council committee for final action.
